I tend to say that that's nonsense: Isn't there an "install into directory"?
Also
there's an example script to copy the rescue system into a working XEN VM. Also
you can install a XEN VM using an installation media.
However: If the media has no (paravirtualized) XEN kernel, you have little
chances. For HVM that all does not apply. So what's wrong?
