Yes they are. You need to specify the CDROM device in your config file,
and if you swap the content (or add content) whilst the VM is running,
you need to trigger the "media change" by using the QEMU console
(CTRL-ALT-2 I think). 

In principle, you should be able to fake a USB pen-drive into being
another CDROM if you wish, with the same concept of media change through
the QEMU console.
