From what I've read NetBSD will NOT work as a Xen 3 dom0.  Support for 
it is planned for NetBSD 4 so you'll have to wait for the release or 
track the -current branch.  It's kind of confusing since the Xen howto 
doesn't mention this.
NetBSD works fine as a Xen 2.0 dom0 but that has limitations.
