By default, Xen uses a multiboot capable bootloader.  Grub and a number of 
other bootloading methods are capable of loading multiboot images.

For bootloaders that can't do this, mbootpack can package up Xen and dom0 into 
a single image, which I believe can then be booted by a loader such as lilo.
