Maybe eisxen? It seems to be quite small. I just cannot test it
currently because it insists of using a whole disks (no partitions! so
no dual.boot on a system with only one disk)

The Xen tools, which are used to control the Xen domains, are written
in python - so basically you need a kernel, a shell, and python as
minimal features for a Xen host - bridge-utils are also quite handy.
