I still don't completely get what you are doing, but I assume you're
talking about networking in a system you want to use as Xen domain0
and installed it as a "normal" system before, right?
And when running in Xen a dom0 network connections to the outside
don't work, but they work when disabling the firewall?

Your firewall setting as you use them in the system without Xen don't
work the same way as they do when the system runs as Xen dom0, because
the xen start scrips modify the network.
See the wiki page XenNetworking to understand what Xen does and how
the network looks, then you can try to adjust your firewall settings
for dom0 so firewalling works correct.
you will need to find a way to run the right firewall config when
running standalone or as Xen dom0 then.
