This is the difference of distribution.
In RHEL, mkinitrd suports these options.
See "man mkinitrd" in detail.

mmmhhh... no. mkinitrd do not support these options -v and -f, nor
--with=aacraid --with=sd_mod --with=scsi_mod :

> mkinitrd  -f --with=aacraid --with=sd_mod --with=scsi_mod -o
