It's not mandatory to define ip and dns in the configuration files, once
you configure them properly in the dom-U, as per the documentation of
the dom-U os, it would work fine. I haven't defined ip address in any of
my dom-U and they are working fine for me by only mentioning it in dom-U.
If you want you can configure the ip address in dom-U config file, See
the commented lines in sample config file,
#By default, no network interfaces are configured. You may have one
created
# with sensible defaults using an empty vif clause:
#
# vif = [ '' ]
#
# or optionally override backend, bridge, ip, mac, script, type, or vifname:
#
# vif = [ 'mac=00:16:3e:00:00:11, bridge=xenbr0' ]
