One of of listers gave me a hint offline that led me to the fix.
After mounting the volume directly I discovered that it had
an "hdb1" sub-dir!  Essentially, instead of:

   cp -ax /mnt/hdb1 /mnt/suse-root

I should have called:

   cp -ax /mnt/hdb1/* /mnt/suse-root
