The SMPVTI_Kernel_Build case in this Cset has failed. 
The vti create in this case failed.
The bug can be reproduced like this: 
Create two big memory vti sequencely with no interval will fail. It seems that 
the memory owned by vti
can not be released immediately when it is destroyed . So after the first vti 
allocated a big memory , if the second vti still 
required a big memory , there is not enough memory for it immediately, and this 
vti create will fail. 
And given an error message like this:  "Error: The privileged domain did not 
balloon!"

This issue also exists in Cset 14555, I am sorry I missed it yesterday.
