Sorry I forgot to tell you you have to use xen-ia64-unstable.hg

There is no xenU_defconfig_ia64.  However you don't need to build linux-xenU, 
linux-xen0 can work in domainU.
So, you may use 'make KERNELS=linux-2.6-xen0'.

Before compiling kernels and tools, compile and try xen (cd xen; make).
Install it and start it.  You should have messages on the serial line 
(correctly set elilo.conf).  Of course Xen will tell you it can't start 
domain0, but this is already a good start.

FYI, here is my elilo.conf:
