Well spotted.  I checked the licence comment at the top of the actual
code but not the one in the manpage.

However I think this is actually fine if all we're doing is committing
it to our source tree, for convenience of reference.  We aren't
referring to "features or use" of the manpage.

But it warrants a paragraph in COPYING.
