Looks like that its what Ubuntu is doing. All 64-bit libraries are in /use/lib on Ubuntu 11.10. It is the Xen "make install-tools" that is creating the lib64 on the system though this did not happen on 10.10 / 11.04. Everything ended up in usr/lib.
