As indicated by Konrad, if enabling IOMMU in BIOS will cause power cycle, it would be a BIOS bug then. Your description wasn't very clear. If you saw NIC been passthru to VM, when did "power cycle" happen? Maybe you can give us more details:

1. Machine vendor, BIOS vendor/version
2. Logs (xm dmesg after passthru)
