The error message here says:

libxl: error: libxl_dom.c:168:libxl__build_pv xc_dom_kernel_file failed: No 
such file or directory

which seems like a pretty straightforwardly obvious message. However you
didn't provide even a single detail about the domain configuration you
were testing so no one can say for sure if this is an actual bug or user
error.

Again the bug report is lacking in configuration details (domain cfg,
specific devices used for passthrough) and is devoid of any log
information.
