Autoballoon is enabled by default, a comment would probably be good

Good question. The problem is: how should I write this check?
AFAIK there is no clear way to know if autoballooning should be enabled
or disabled, apart from parsing the xen command line options, but it
seems really ugly to me.

In any case, could you please try disabling autoballooning and let me
know if you still have this issue?
