Lets plan to add a proper config file rather than a stamp file. it can
be a shell fragment suitable for sourcing (/etc/sysconfig/ style). e.g. 
        $ cat /etc/xe-guest-utilities.conf
        #Uncomment in appliance VM
        #UPGRADEABLE=false
or something like that.
