I think the problems that surfaced were found by Bastian. And they were
for a device which was under IRQ 16 and was level low, while Xen assumed
that all devices under IRQ 16 were edge high. The patch was to make it
possible for hypercall to set IOAPIC pins below IRQ 16.

I don't think the audience for that problem is that large?
