To balloon a Windows guest, you need a balloon driver installed in
Windows.  You can find them here:
 http://wiki.xensource.com/xenwiki/XenWindowsGplPv

The patches I submitted last December work in conjunction with the
balloon driver.  They have been included since Xen 3.4.
