Yes, get the latest pv-ops dom0 kernel 2.6.31.5. I have just installed it.
I think FC8 Xen is not based on pv-ops but on conventional Xen linux 2.6.18 forward ported.

Are you running the latest pv_ops dom0 kernel (2.6.31.5) ?
There was a network performance related bugfix committed a couple of days ago..
