The bug is just now fixed by commit 907d20fb8e82b43a95c5a2c32419bdb95a50f012:

    x86/vsyscall: fix 32-bit compile

    __PER_CPU_SEG is only defined on 64-bit, so make the compilation of 
__vgetcpu
    dependent on CONFIG_X86_VSYSCALL.
