Hi,

What is the license of libxc code? Is that GPL2, LGPL, or BSD.

I dont find the license file under tools/, tools/libxc, or a lot of
files in tools/libxc says nothing about their licenses. I looked at
the LICENSE file under the root, but that is not very clear to me.
