We are keeping tuning cpuidle. This patchset focuses on reducing unnecessary 
intrs & overheads.

[PATCH 1/3] Fix VCPU periodic timer. Bypass useless idle vcpu timer to reduce 
intr num, and add a TIME_SLOP (50us) in vcpu periodic timer to remove multiple 
callings for firing.

[PATCH 2/3] Fix acpi_set_register. Remove a redundant call to 
acpi_hw_register_read() in acpi_set_register() to reduce overheads.

[PATCH 3/3] Disable ARB_DIS conditinally. Conditinally disable ARB_DIS after C3 
exit to reduce overheads.
