Please test with latest xen-unstable. As of changeset 16897 I have fixed the
vcpu affinity change, so that should actually work, and also I have included
the modification to set local_stamp to master_stamp in
cpu_frequency_change() (since we do not trust TSC value immediately after a
frequency change).

I'm pretty hopeful these fixes will solve the nasty backwards deltas.
