Hi,

I'd like to split the large interface.tex file into smaller
parts for easier updating and editing. Here is the first
round of patches to do that. Patch 1 edits docs/Makefile
to explicitly target interface.tex and user.tex. This avoids
trying to process incomplete section files named with a .tex
extension. I've also taken the liberty of creating a subdir
'interface' to hold the doc parts for interface.tex.

Feedback appreciated.
