I'm seeing frequent short pauses and even ocassional hangs from console
clients. Any chance this will fix that?
I think this should fix the hangs from clients. The code base is small so once I can reproduce a problem I can solve it pretty quickly.

The short pauses are part of the throttling to combat corruption. We could get rid of the throttling and just deal with the corruption for now until we get the new console drivers.
