Personally I'd vote for signalling userspace rather than shelling a command
but I'll leave it up to whoever wants to write the code ;-)

Exec'ing a userspace program is a recognised method for signalling userspace these days, I believe. That's how hotplug works, certainly, and it does have the benefit of 'obviousness'.
