NFS servers on Xen work just fine. Our default kernel has the nfs server
built in, but as a module. Are you sure you've installed the modules OK?

 CONFIG_NFSD=m
 CONFIG_NFSD_V3=y
 # CONFIG_NFSD_V4 is not set
 CONFIG_NFSD_TCP=y

Also, are you sure you're starting portmap etc?
