I have lost my xen-devel mailbox recently so I don't have a history to
search, but I remember asking about this before and someone with a
hp.com e-mail address stated they had tools such as this completed
already and eventually wanted to push them into the Xen tree.

It might behoove you to search the archives for who this person was..
