Yes, something's gone wrong. You've got the unstable devel tree
somehow. I've just pulled from bkbits too and can confirm this 
behaviour. 

Not sure what's gone on here but we should be able to fix it up.

In the meantime please move to 2.0-testing, i.e. 

    bk clone bk://xen.bkbits.net/xen-2.0-testing.bk

This is fixed in the latest unstable tree.
