I've applied the patch and pushed to xen.bkbits.net.

I've checked setdomainmaxmem into tools/misc/setdomainmaxmem but
hopefully Mike will be able to add proper support to xm/xend when
he's back from holiday so that we can remove the file.

Ideally, we also need to add a new domain_controller message type
to enable a domain's memory target to be set from xend.
