This isn't currently supported by the new xend controller, but
hopefully on-the-fly changes of this sort should be supported soon.

We already have mechanisms for this, it's just that they're not
connected through to the control tools right now.

In answer to your questions: it is safe to dynamically resize a
partition -- the resize will only be picked up if the partition is not
currently mounted. If it is mounted then the change will automatically
be picked up when the partition is unmounted.
