I'm running debian/testing.  That particular guest was not entirely
up-to-date, running  ntp-4.0.99g / libc-2.3.1

So I updated it to ntp-4.1.2a / libc-2.3.2  and the problem has gone away.
Now I can restart ntpd on either cpu.
