tools/check: check for headers and libraries in user defined folders.

Parse EXTRA_INCLUDES, EXTRA_LIB, PREPEND_INCLUDES, PREPEND_LIB,
APPEND_INCLUDES, APPEND_LIB during checks, to search for required
files.
