Since Kernel 2.6.39 its no longer possible to shutdown or reboot a domU when
using more than one cpu in the guest. It seems that this is related due to
changes in the smp stop routines

Ive tried this also with a vanilla kernel and config for pv xen guest.
Ive also tried different xen versions. The result is at every time the same.
There is still one vcpu left in state running.
