Bug detailed description:

I intall the latest xen-unstable(c/s22431).When I run "reboot"command ,I seen
system restart from serial port ,but I waited ten minutes,system still had not
reboot successfully.Then,I reboot the machine by hand,system success to
restart.And this issue is existed under pae and ia32e .


Reproduce steps:
----------------
1.Install the latest xen-unstable(c/s22431).
2.Reboot the system
3.we see the system fail to restart.

Current result:
----------------
system fail to restart

Expected result:
----------------
system success to restart
