Bug detailed description:

Before the testing, make sure each CPU has memory attached. online them one by
one, all the logical CPU can be onlined, but we meet memory hot-added fail
sometimes. 

This issue was found on NHM-EX SR, no stable reproduce steps currently, keep
prority as p2.
