I get this error:
 Device 2049 (vbd) could not be connected. Hotplug scripts not working
whenever I change my disk -by- id settings from like sdb1 to sdb2.
Look in your xen-guest config file (/etc/xen/) .The last lines has the disk
info.
I have changed the partitions around in the config file to no avail. Some times
I get (error 22), and if I rem it out totally the xen machine comes up but only
gives me an initfsram  prompt (its useless)!

I think the problem is in defining your disk and xen partition, 
If you get this because of your virtual NIC (vif) look up your ip addr and pick
the ones which are listed there with an address (mine is dummy0) replace vif
with dummy0 and it will be OK!
Using Ubuntu 8.04 Debian Linux here....
