Even if I specified cpu_weight in VM configuration, it did not become
effective.

# xm create /xen/vm1.conf cpu_weight=512
Using config file "/xen/vm1.conf".
Started domain vm1
# xm sched-credit -d vm1
{'cap': 0, 'weight': 256}
