Install xen-unstable (I've used many versions), have many DomUs set to DHCP. 
Setup xen networking as a single bridge over a single interface.

Install dnsmasq as a light weight dns & dhcp server.

When DomUs boot, and attempt to DHCP, the DHCP responses from Dom0 never make
it back to the DomU.  It appears to be discarded at the final transition to the
DomU.

ethtool -k eth0 tx off makes this work, however this is a really common out of
the box scenario that people will want to use, and shouldn't need a work around
here.
