VTi-domain reboots when you shutdown Windows. The domain starts up with a new
domain ID. This is the same behavior when you create a domain by 'xm create.'
On x86, VTx-domain is destroyed when you shutdown Windows. Resources are freed
and the domain never reboots. VTi-domain should work similarly.
