On a Xen 3.0.2/2.6.16-xen system applied on a CentOS 4.3 host from source,
guests do not maintain their CPU affinity across reboots.

For example, a guest that has cpus="1" set, will start on CPU 1 when xm create
<domain> is run, but if this host is rebooted from within, it comes back up
with CPU affinity "any cpu" according to "xm vcpu-list".
