Migrating shrunk domains does not work. The xm mem-max command also does not
affect maxmem descriptor seen in xm list --long. Best I can tell is these two
'max' setting are unrelated. From what I've observed, I'm guessing mem-max
limits ballooning and maxmem tracks high water mark of memory ever used by a
domain.
