On a VMX test machine(with 16LPs and 8G memory), 64-bit SMP dom0 sometimes 
will hang at "Starting irqbalance".The probability of hang is about 3/5(just 
tested 5 times and it hung 3 times). Xen-unstable cset is 9442:8b5a752167a1.
Everytime when it occurs, I have only to reboot the machine.

Last few lines of serial output is below.
