smp on x86_64 was broken all together but just fixed by changeset 8775.  

vcpu-set still does not work...but does affect things, causing a soft lockup on
shutdown:

xm list still reports 4, but /proc/cpuinfo reports 3.  so, the vcpu-set brought
down 1 vcpu but not 2.  subsequent xm vcpu-set commands do nothing.  then, upon
shutdown:
