After some digging, I found out what the problem was. The crash was a result of there not being enough dynamic IRQs for the VIFs. To increase the number, increase the #define for NR_DYNIRQS in linux- 2.6.11-xen0/include/asm-xen/asm-i386/mach-xen/irq_vectors.h. The default is 128. When Xen starts 5 are already used. When a VM is started one goes to the backend block device.
