The nics option (and its interaction with the vif setting) is confusing.  If 
people want one vif with default settings, then they can create an empty vif 
section in their config file -- there is no need for the additional nics=1.

If someone previously specified no nics or vif section at all, they would get 
one vif.  With this change, they won't get one at all.  This is a known 
backwards incompatibility, but one that we are willing to accept (in order to 
make the change sooner rather than later).
