I have not tried this on a domU yet, but it's certainly broken on dom0. I have
a machine that I boot with all it's memory in dom0, then mem-set it down to free
up memory for additional domains. I've tried this on two different machines, so
it does not appear to depend on hardware.
As illustrated in the example below, running mem-set on dom0 does not have any
effect.
lamb6:/home/plars/cvs/xm-test/tests# cat /proc/xen/balloon

Low-mem balloon: 0 kB
High-mem balloon: 0 kB

lamb6:/home/plars/cvs/xm-test/tests# echo $?
0
lamb6:/home/plars/cvs/xm-test/tests# !cat
cat /proc/xen/balloon

Requested target: 472740 kB
Low-mem balloon: 0 kB
High-mem balloon: 0 kB
Xen hard limit: ??? kB
However, echoing directly to /proc/xen/balloon does work:

lamb6:/home/plars/cvs/xm-test/tests# !cat
cat /proc/xen/balloon
