Perhaps a bit of explanation is in order.  When I was trying to allocate memory
to all of my virtual machines, I discovered that there was an invisible,
undisclosed, memory allocation which kept me from allocating all of the listed
memory.  The motivation behind the percentage allocation comes from two
thoughts.  The first is that only if you are the most tightly controlled
embedded system, do you ever need to know your memory allocation more precisely
than the nearest percent.  The second is that using a relative measure of memory
or allocation it would be possible for xen to change its invisible allocation
without any impact on any system using that relative measure.
