Packet sizes of 22 bytes (data, i.e. + 28 bytes of header = 50 bytes total)
and lower work fine:

dyn9047022086:~]> ping -s 22 9.53.94.114

30 bytes from 9.53.94.114: icmp_seq=0 ttl=54 time=88.1 ms
30 bytes from 9.53.94.114: icmp_seq=1 ttl=54 time=88.0 ms

Whereas 23 bytes (51 total bytes) and above start seeing the error:
